1. The construction unit shall organize construction personnel, equipment, and tools to enter the installation site on the specified date according to the requirements of the construction contract;
2. The environment and conditions of the construction site must meet the requirements for commencement;
3. The project technical director, quality supervision supervisor, owner, and supervision personnel from the installation unit jointly participate to inspect the main equipment and raw materials that have entered the site, confirming that the inspection is qualified;
4. The construction unit shall promptly submit the construction commencement application report, construction organization design, construction technical plan, construction progress plan, on-site organization and key personnel approval forms, and submit them to the Supervision Department for review and approval.
