3. The enterprise must have no fewer than 30 engineering technical and economic management personnel with professional titles, including no fewer than 15 engineering and technical personnel; Among engineering and technical personnel, no fewer than five hold intermediate or higher professional titles. The company must have no fewer than 5 project managers with Level 3 or above qualifications.
4. The company's registered capital must be above 3 million yuan, and net assets must be above 3.6 million yuan.
5. The highest annual project settlement income of the enterprise in the past 3 years must be over 5 million yuan.
6. The enterprise must possess construction machinery and quality inspection equipment appropriate to the scope of the contracted project.
